Kansas Democrats Unveil Plan To Put Marijuana Legalization On 2022 Ballot
Kansas Democratic leaders announced on Thursday that they will be introducing proposals to let voters decide on legalizing medical and adult-use marijuana in the state, reported Marijuana Moment. House Minority Leader Tom Sawyer (D) and Assistant Minority Leader Jason Probst (D) held a briefing on the plans. “It’s time to give voters their opportunity to have their say and let the legislature know how they feel,” said Sawyer, noting that Republicans have had “very little interest in passing any sort of marijuana reform.” Probst added that he was eager for people in Kansas to enjoy the same benefits as residents in other states. “We are an island. We are surrounded by states who provide for their residents the things that they want,” Probst said. “And Kansas, leadership in this building, has decided they know better than Kansans what they should have.”If approved in the legislature and then by voters in November, the laws would take effect in July 2023. In May 2021, after many meetings to review a plethora of amendments to a medical cannabis legalization bill, a Kansas House Committee passed an overall measure, in a 13 to 8 vote. Sawyer said he was “hopeful” that the bill will be taken up and advanced through the Senate in 2022.

Republicans Stripping Out Social Equity In Cannabis Legislation
Even as cannabis companies are making lots of noise about their social equity actions, Republicans are quickly moving to strip out any efforts to level the playing field. The latest move is by Virginia’s legislation. The state’s SB107 was filed on January 6 and is scheduled to be offered on January 12, 2022. What is notable about the legislation is that 30% of the tax revenue was originally carved out to go to the Cannabis Equity Reinvestment Fund established pursuant to § 2.2-2499.8 and instead is being directed to the general fund. Sources told Green Market Report that legislators were calling the program, “give a felon a license.” Paul McLean of the Virginia Minority Cannabis Coalition one of the most respected new voices within the Virginian cannabis industry said, “The SB107 appears to be the first move in dismantling social equity in Virginia. Having funding is essential to the success of an equity program, and eliminating that funding is a slap in the face to those who have worked so hard to ensure Virginia has a healthy and equitable cannabis market. Part of what VMCC is doing with our boot camps is providing funding connections to graduates because of the systemic lack of funding opportunities overall and primarily Black and Brown entrepreneurs, especially those impacted by the war on drugs. We know that our elected officials can do better, and Virginians must demand they do what is fair for their constituents.” The fund was created in the state treasury as a special nonreverting fund that was to be used to help those affected by the drug wars and that any leftover money was specifically not to go to the general fund.

Where the Cannabis Industry is Headed in 2022
Federal legalization of adult-use cannabis is still out there as potential, but ultimately, there are no guarantees that come with such a move. Further, even with legalization, the state-to-state variations in regulations for everything from cultivation standards to packaging and transportation will make marketing country-wide a difficult proposition for most cannabis businesses. The businesses that will grow and thrive will be ones that embrace trends and opportunities that are on the horizon for 2022 and beyond. Large scale companies are dealing with the issue of state-to-state differences in regulations by building branded verticals in each state: from growing to packaging, as well as building stores, in order to avoid the issue altogether. It’s an expensive proposition that is out of reach for the smaller entrepreneur, but it creates an almost regulation-proof setup for these organizations. One interesting trend that would never have been as clear if the pandemic had not occurred is that cannabis is being generally viewed as a recession-proof industry. The pandemic has put the same types of constraints on consumer activity as a recession does and the results are clear: people are still interested, perhaps more so, in cannabis-related products and will choose to continue using them, even in times of restraint. This economic resilience has also encouraged the growth of investment opportunities in the cannabis industry. ETFs (exchange-traded funds) that cover the industry are growing in number, as more cannabis-related businesses grow in size and go public.

Aurora Cannabis Delivers ~$10 Million Shipment of Medical Cannabis to Israel
Aurora Cannabis Inc. (the “Company” or “Aurora”) (NASDAQ: ACB) (TSX: ACB), the Canadian company defining the future of cannabinoids worldwide, announced today the delivery of a cannabis shipment worth approximately C$10 million – the company’s largest-ever shipment to Israel, and what is believed to be the largest export of medical Cannabis into the Israeli market. Michigan reaps $271M total marijuana revenue
Michigan has collected about $271 million in legal, adult-use marijuana tax revenue since 2019, according to a new report from the Marijuana Policy Project that analyzed tax revenue in states with adult-use cannabis since 2014. In March 2021, the Michigan Treasury described what adult-use cannabis taxes collected in fiscal year 2020 will fund: “[a]side from the nearly $10 million in disbursements to municipalities and counties, around $11.6 million will be sent to the School Aid Fund for K-12 education and another $11.6 million to the Michigan Transportation Fund, upon appropriation. The remaining $12.5 million amount will be used toward start-up and administrative costs.” Eighteen states have laws that legalize, tax, and regulate cannabis for adults 21 and older. A 2020 voter-approved adult-use legalization law in South Dakota was overturned by the state’s Supreme Court in November 2021. Eight of the laws were approved in 2020 or 2021, and in seven of those states, sales and tax collections have either not yet begun (or began within the last week). These figures don’t include medical cannabis tax revenue, application and licensing fees paid by cannabis businesses, additional income taxes generated by workers in the cannabis industry, or corporate taxes paid to the federal government.

Cannabis-Cautious Financial Regulators Delay UK Cultivator’s London Stock Exchange Plans
Hellenic Dynamics, set to become the first ever cannabis cultivation company to list on the London Stock Exchange (LSE), is now planning to launch its IPO later this month. The Greek cultivator announced its intention to list on the Standard segment of the LSE’s main market through a reverse takeover (RTO) in August last year, after it was acquired by AIM-listed cash shell UK SPAC Plc. During an interview with BusinessCann in September 2021, Hellenic’s Vice President Davinder Rai said that he expected the company to ‘join the LSE before the end of October at the latest’. Hellenic now says its ‘new date for UK SPAC is the end of this month, as it continues to work through the rigorous and lengthy requirements of the Financial Conduct Authority (FCA). “It’s taken a little bit longer with the opinions and everything, but so far the FCA seems pleased with everything that we provided and we are looking forward to listing I think probably January,” Mr Rai explained. “Truth be told, since the change of legislation with the FCA and LSE this year, it is pretty clear what you can and what you can’t do.
