Schumer Postpones Tabling Cannabis Legalization Bill as Consultations Continue
Senate Majority Leader Chuck Schumer has made it clear that he is a strong supporter of comprehensive marijuana reform at the federal level. For the past couple of months, he has been working with Senator Cory Booker and Senate Finance Committee Chair Ron Wyden on a bill that would federally legalize cannabis and regulate sales. Dubbed the Cannabis Administration & Opportunity Act (CAOA), Schumer’s bill was first unveiled in 2021 to mixed reviews. The draft bill intended to deschedule cannabis at the federal level, expunge prior nonviolent cannabis convictions from people’s records, allow states to continue running their own cannabis markets, and even allow people with prior cannabis convictions to petition for resentencing. It would also use some of the funds raised from marijuana sales for programs that support communities that were disproportionately affected by the war on drugs. Schumer has now revealed that he will not introduce his Cannabis Administration & Opportunity Act this month due to a timeline extension. The additional time will be spent working on various provisions with the help of more than 10 Senate committees and input from several federal agencies.

Washington legislators strike the word ‘marijuana’ from all state laws, calling term racist
At long last .. let’s see all other states do this and ASAP Yahoo News “Pot,” “weed,” “grass,” “Mary Jane,” “flower” — there is no shortage of terms to describe cannabis. However, Washington state is taking one word officially off the table: “marijuana.” Legislators recently passed a law that changes every Revised Code of Washington with the word “marijuana.” The change gets rid of the term, swapping it out for the word “cannabis.” Supporters say the word “marijuana” has a long history of racism. “The term ‘marijuana’ itself is pejorative and racist,” said Washington state Rep. Melanie Morgan during testimony in 2021. Morgan is a Democrat representing the 29th Legislative District and sponsored the bill — House Bill 1210. Morgan discussed the history of the word, which originates from Spanish. “As recreational marijuana use became more popular, it was negatively associated with Mexican immigrants,” Morgan said. Governor Jay Inslee signed the bill that passed unanimously into law on March 11. The changes will take effect in June. “Even though it seems simple because it’s just one word, the reality is we’re healing the wrongs that were committed against Black and Brown people around cannabis,” Morgan said.

Osoyoos Cannabis Inc. announced today that it has agreed to acquire 100% of the shares of 1196691 B.C. Ltd. d/b/a “PCAI Pharma” the parent company that holds 100% of the shares of AI Pharmaceuticals Jamaica Limited (“AI Pharma”). AI Pharma is engaged in the research and development of cannabis (cannabinoids) and mushrooms (psilocin) based pharmaceutical, nutraceutical, and cosmeceutical formulations and related intellectual property. In connection with the Acquisition, the Company has entered into a share purchase agreement (the “Share Purchase Agreement”) dated June 26, 2020, between the Company, as purchaser, and the shareholders of the Parent, as vendors. Under the terms of the Share Purchase Agreement, the Company agreed to purchase from the vendors and the vendors agreed to sell to the Company all of the issued and outstanding shares of the Parent. In consideration of the Parent Shares, the Company agreed to pay to the vendors a purchase price of $2,520,000, to be satisfied by issuing to the Vendors an aggregate of 36,000,000 common shares of the Company at a deemed price of $0.07 per share.

Bipartisan State Attorneys General Call For Marijuana Banking Fix In New Letter To Senate Leadership
A bipartisan duo of Colorado and Ohio attorneys general recently sent a letter to U.S. Senate leadership, imploring the passage of a bipartisan bill to protect banks that work with state-legal marijuana businesses. The Senate has faced significant pressure to approve the Secure and Fair Enforcement (SAFE) Banking Act, which has cleared the House in some form in six times at this point. Now Colorado Attorney General Philip Weiser (D) and Ohio Attorney General Dave Yost (R) are again adding their voices to the chorus, sending a letter to leaders of the Senate that underscores the urgent need to provide a federal fix to the banking issue for the cannabis industry. The top state prosecutors, who serve as co-chairs of the National Association of Attorneys General (NAAG) Federalism Committee, said in the letter last week that “states and federal government share a strong and common interest in protecting public safety and bringing grey market financial activities into the regulated banking sector.” “To address these vital goals, we yet again urge the Senate to bring the SAFE Banking Act to the Senate floor for a vote as soon as possible,” they wrote. The legislation from Rep. Ed Perlmutter (D-CO) would prevent financial institutions from being penalized by federal regulators for servicing state-legal marijuana businesses. One path to enactment could be a separate, large-scale manufacturing bill that’s being negotiated by appointed conferees from both chambers before it’s sent to the president’s desk. To that end, the third-highest-ranking Democrat in the Senate will be among the conferees pushing for the inclusion of SAFE Banking in the America COMPETES Act. In the new letter, the attorneys general wrote that they “urge the Senate to advance the SAFE Banking Act or similar legislation to provide a safe harbor for depository institutions that provide a financial product or service to a covered business in a state that has implemented laws and regulations that ensure accountability in the marijuana industry.”

Ohio Could Generate $375 Million In Marijuana Tax Revenue Annually If State Legalizes, New Report Finds
Recreational marijuana in Ohio could mean up to $375 million in annual tax revenue for the state, according to new research from Ohio State University. The study, released just in time for America’s annual, informal marijuana celebration day Wednesday, uses tax estimates from an initiated statute effort to legalize marijuana in the state, possibly via the November 2022 ballot. The study pairs tax rates (10 percent in addition to Ohio’s 5.75 percent state sales tax) from the organizers’ proposal, population growth estimates, and year-over-year revenue data from six other states (Michigan, Illinois, Nevada, Oregon, Washington and Colorado) with recreational programs to make projections for Ohio. Depending on the bullishness of growth estimates and product pricing, the researchers estimated the state will earn somewhere between $276 million to $375 million by the fifth year of operation. “Whatever tax structure is adopted, our analysis suggests it is reasonable to predict that Ohio would collect hundreds of millions in annual cannabis tax revenues from a mature adult-use cannabis market,” the researchers, from OSU’s Drug Enforcement and Policy Center concluded. “But the amount of tax revenue collected would likely still represent a small percentage of Ohio’s $60+ billion annual budget.”

New Jersey Attorney General’s Memo On Marijuana Use By Police Sparks Pushback As Legal Sales Launch
Marijuana sales for adults launched in New Jersey on Thursday to great fanfare—but a recent memo from the state attorney general clarifying that police can’t be punished for off-duty cannabis use is prompting some pushback. Regardless of the fallout, the state’s top prosecutor is standing by his office’s position, even in light of moves to defy the state policy by local officials. Ahead of the start of retail sales, Acting Attorney General Matthew Platkin (D) put out a memo last week clarifying that state law prohibits law enforcement agencies from taking adverse actions against police who use marijuana in compliance with state law off the clock. Reports on that policy clarification ruffled some feathers, with Assembly Speaker Craig Coughlin (D) saying he expects to see legislation filed in his chamber to address the issue. And the chair of the Senate Budget Committee said he wants to “modify the law to match all the other states that have zero tolerance for use of off duty cannabis by police.” Gov. Phil Murphy (D), a pro-legalization official who celebrated the launch of adult-use sales on Thursday, signaled that he’s “open-minded” about a potential policy change targeting off-duty cannabis use by law enforcement. But while off-duty marijuana use by police might be seen as a problem by some officials, Senate President Nick Scutari (D) said recently that he’s opposed to explicitly banning law enforcement from using cannabis when they’re not working. Several GOP senators who sent a letter to the state’s top prosecutor expressing concerns about the law enforcement marijuana exemption cited the federal policy as a reason the state should continue to prohibit cops from consuming cannabis.
