Pennsylvania Marijuana Banking Bill Heads To Senate Floor Following Second Committee Approval
A second Pennsylvania Senate committee has approved a bill to safeguard banks and insurers against being penalized by state regulators for working with state-legal medical marijuana businesses. The Senate Appropriations Committee unanimously passed the bipartisan legislation from Sens. John DiSanto (R) and Sharif Street (D) on Monday in a 24-0 vote, sending it to the floor, where it’s expected to be taken up within days. This effort is one of the latest examples of how states are working to provide financial protections to institutions that are willing to service the cannabis market as Congress continues to stall on a federal fix. The Pennsylvania bill, which previously advanced through the Senate Banking & Insurance Committee late last month, would not immunize banks and insurers from potential federal repercussions—but it’s an interim step meant to signal to the financial sector that they at least won’t face penalties under state law. “Federal prohibition has forced the cannabis industry to deal in piles of cash, as proceeds may be considered a federal crime or money laundering,” DiSanto said at Monday’s hearing. “This makes dispensaries a target for armed robbery.”

Marijuana Banking Push Set To Be Revived As Congressional Leaders Appoint Negotiators On Large-Scale Manufacturing Bill
With congressional leaders appointing key lawmakers to negotiate the final form of a broad manufacturing and innovation bill in recent days, many advocates and stakeholders are hopeful it will be the vehicle to finally enact protections for banks that work with state-legal marijuana businesses—as the House included in its version of the large-scale legislation that’s now heading to a bicameral conference committee. Already, there are signs that the bipartisan Secure and Fair Enforcement (SAFE) Banking Act could be a focal point for negotiators, with the chairwoman of the House Financial Services Committee on Monday listing the bill as one of her panel’s legislative “priorities” as lawmakers move closer to the conference. The measure’s sponsor also emphasized that a strong majority of members appointed to the conference committee have already either cosponsored or voted for marijuana banking legislation in the past. Rep. Maxine Waters (D-CA) didn’t explicitly say how hard she would fight for the cannabis measure’s inclusion in the final package in her capacity as a conferee, but she made a general comment about how Democrats have pushed for policies meant to maximize economic impact and said that cannabis banking reform would both support state markets and provide public safety protections.

Ohio regulators want 73 new medical marijuana dispensary licenses to address demand, more double current number
Ohio medical marijuana regulators want to double the number of dispensary licenses in the state to satisfy patient demand, which has been much higher than anticipated since the program became operational. Currently, there are 58 dispensaries throughout Ohio. Ohio Board of Pharmacy staff are working on adding 73 new dispensary licenses, said Justin Sheridan, the board’s director of medical marijuana operations, at a Thursday cannabis discussion at Ohio State University’s Moritz College of Law. That could bring the total number of dispensaries in Ohio to 131 or 132 – depending on the outcome of a court case that could create a 59th dispensary from the first round of dispensary licenses. When Ohio’s first dispensaries opened in January 2019, regulators projected 12,000 to 24,000 patients in the first two years. They arrived at the estimate after looking at patient demand in Connecticut, Illinois, Massachusetts, New Hampshire, and New York.

Virginia: Governor Youngkin Signs Legislation to Improve Medical Cannabis Program
Virginia Gov. Glenn Youngkin (R) Republican Gov. Glenn Youngkin has signed HB 933 and SB 671, to provide numerous operational improvements to the state’s medical cannabis program, including eliminating the requirement that patients register with the Board of Pharmacy after receiving their written certification from a registered practitioner. “These legislative improvements will bring great relief to the thousands of Virginians waiting to access the medical cannabis program,” said JM Pedini, NORML’s Development Director and the Executive Director of Virginia NORML. “We hear from dozens of Virginians each week who are struggling with the registration process and frustrated by the 60-day wait to receive their approval from the Board of Pharmacy,” Pedini added. There are currently over 47,000 program registrants, with an estimated 8,000 applicants still awaiting approval. The new laws will take effect July 1, 2022.

Medical cannabis to be sold at pharmacies in Greece
Greece expects huge investments in the production of medical cannabis which the government hopes would add up to 1.5 billion euros ($1.67 billion) annually to state revenue, Minister for Development and Investment Adonis Georgiadis said. Speaking exclusively to Greek Reporter, Georgiadis maintained that medical cannabis would be produced and sold in Greece beginning in 2022. “The goal is for Greece to become the top European country in the production of medical cannabis. Greece’s environment is friendly for this particular plant and we think we will have a natural advantage,” Georgiadis told the Greek Reporter. Greece legalized medical cannabis in 2017 and repealed a ban on cultivation and production in March 2018. Medical cannabis, also called medical marijuana, is an herbal drug derived from plants of the genus Cannabis that is used as part of the treatment for a specific symptom or disease such as cancer, chronic pain, and mental disorders. The two major cannabinoids extracted from this plant that provide medical benefits include tetrahydrocannabinol (THC) and cannabidiol (CBD).

A Southwestern Ontario pot producer that bills itself as Canada’s first female-focused cannabis company filed for creditor protection as it faces a “critical cash shortage.” Article content An Ontario court has approved a request by Eve and Co., a licensed cannabis grower that operates a massive greenhouse in Strathroy, to sell assets and seek investment after it was granted protection under the Companies Creditors Arrangement Act (CCAA). “The creditor protection is kind of a temporary holding status,” said Michael Armstrong, a professor at Brock University’s Goodman School of Business who studies the cannabis industry. “All of the current debts are kind of frozen. Now, any new loans under creditor protection, are protected by the court. It allows the company to bring in more money, enough to keep it running.” Eve and Co., a publicly-traded company listed on the TSX venture exchange, didn’t respond to a request for comment Monday. The company and its subsidiary, Natural Medco, was founded by Melinda Rombouts, who became the first woman to helm a cannabis producer after converting her Strathroy flower-growing greenhouse into a medical marijuana grow-op.
