The report created cannabis ordinances that justified “the loss of agricultural resources, air quality, greenhouse gas emissions, and odors” and lacked a paper trail or any political accountability. The report recommended that the Board of Supervisors attempt to develop rules and regulations that strike a balance between the industry and community.
