The Santa Barbara County Board of Supervisors was accused of mishandling the local industry and disregarding its environmental impacts. The report created cannabis ordinances that justified “the loss of agricultural resources, air quality, greenhouse gas emissions, and odors” and lacked a paper trail or any political accountability. The report recommended that the Board of Supervisors attempt to develop rules and regulations that strike a balance between the industry and community.
