This week, the Illinois Department of Financial and Professional Regulation (DFPR) approved permanent rules to break ties in the application process for 75 conditional adult-use marijuana dispensary licenses. On Tuesday the Illinois legislative rules committee drew names that will be awarded the remaining conditional licenses according to a new point system. Applicants can receive points for the strength of their planned “security measures, record-keeping, business, and operating plans, among other factors.” The new point system is in line with other programs that seek to enact social justice policies to benefit low-income communities disproportionately impacted by the war on drugs.
