It’s legal to buy over-the-counter cannabis in Australia
Getting medicine to market in Australia, even a non-prescription one, is not easy. Since early 2021, the Therapeutic Goods Administration (TGA) has allowed the sale of low-dose cannabidiol (CBD) preparations over the counter at Australian pharmacies. But you won’t find any at your local chemist The situation is different overseas. In the United States, although not approved at a federal level, it is possible to buy over-the-counter products such as sweets containing CBD in several states. In the United Kingdom, low-dose CBD oil can be sold as a dietary supplement, but not a medicine. CBD is a chemical found in the cannabis plant. Like tetrahydrocannabinol (THC), also found in cannabis, it does have psychoactive effects. It can make people sleepy and affect the brain’s electrical signals. Unlike THC, it won’t get you “high” or induce other psychotic effects. Getting medicine to market in Australia, even a non-prescription one, requires extensive research and investment. It might be too much for small cannabis producers to take on, and a turn-off for big pharmaceutical companies if that investment is at the expense of upcoming blockbuster drugs.

Pot producer Canopy to sell German pharma unit C3 on COVID-19 hit
Canadian pot producer Canopy Growth Corp (WEED.TO), said on Wednesday it would sell its German pharmaceuticals unit, C3 Cannabinoid Compound Co GmbH, to a local firm as revenue took a hit due to pandemic-related restrictions in the country. Shares of Canopy were down 3.4% at C$8.85 in afternoon trading. The Ontario-based company said it would get an upfront payment of about C$115.5 million ($89.51 million) from German pharmaceutical firm Dermapharm Holding SE (DMPG.DE) once the deal closes in January, and up to C$61.4 million in a milestone-based payment. That is lower than the C$342.9 million Canopy paid in 2019 to buy C3, which it had often described as “transformational” to its business. Recent COVID-19 lockdown measures in Germany due to soaring virus cases restricted people’s ability to visit doctors and pharmacies, and dented C3’s revenue in the past few quarters. Sales in the unit fell 13% to C$11.9 million, according to Canopy’s second-quarter earnings report.

Missouri Supreme Court Hears Case On Medical Marijuana Licensing Secrets
A company denied licenses to grow medical marijuana in Missouri urged the state Supreme Court Tuesday to compel regulators to provide application info that the health department has argued it’s constitutionally obligated to protect. At issue is the Department of Health and Senior Services’ refusal to turn over applications of successful license holders, despite being ordered by lower courts to disclose them. DHSS has relied on a provision in the constitutional amendment that legalized medical marijuana in Missouri in 2018. Part of the language voters approved stipulates that DHSS, “shall maintain the confidentiality of reports or other information obtained from an applicant or licensee containing any individualized data, information, or records related to the licensee or its operation…” In its filing with the Missouri Supreme Court, DHSS argued that the administrative hearing commission acted outside of its authority and requested the lower court’s decision be reversed in order to uphold the confidentiality outlined in the state’s constitution.James Layton, an attorney arguing on behalf of DHSS, said Tuesday that it is the right of applicants who submitted information for it to be kept confidential and urged the Missouri Supreme Court to “vindicate” the rights of those who invested their money, personal interest and confidential information

Montana Lawmakers Approve Marijuana Rules Ahead Of January 1 Launch Of Legal Sales
A state legislative panel has reached tentative consensus with the Montana Department of Revenue on a series of recreational marijuana regulations that lawmakers informally objected to in a meeting last week, resolving—at least for now—the latest in a series of hiccups that have cropped up as the state nears the launch of its adult-use cannabis market. Lawmakers on the Economic Affairs Interim Committee, which has some oversight authority over administrative rulemaking in the state, worked with the Department of Revenue during the weekend to clear up differences in interpretation of the state’s recreational marijuana statute, which directs the department to draft rules to implement portions of Montana’s burgeoning cannabis program. The committee ended its brief session on Monday with a unanimous vote to lift the blanket objection to the rulemaking process it voiced last week after the department presented several revisions to the rules. “Lots of work went into this. I think we’ve found a pretty good balance for the people of Montana,” said Sen. Jason Ellsworth, R-Hamilton, who serves on the interim committee. Adult-use marijuana markets in the state officially open on January 1.

New Hampshire Lawmakers Look To Maine And Vermont For Marijuana Legalization Lessons In 2022
“We could raise a whole bunch of money and potentially cut property taxes.” By Ethan DeWitt, New Hampshire Bulletin The bills have bipartisan support. Their sponsors include left-leaning Democrats and libertarian Republicans. One has been advanced by a Republican chairman of an influential committee; another by the House Democratic leader himself. But as New Hampshire lawmakers put forward the latest round of marijuana legalization bills for next year’s session, the outcomes appear all but predetermined. The bills will move from a House committee to the House floor, where they’ll likely get a bipartisan majority. They’ll cross to the Senate, and likely get voted down. If they move forward to Gov. Chris Sununu’s (R) desk, they will likely face a veto. It’s been a familiar progression in Concord for years, and one that has baffled marijuana proponents in New Hampshire’s neighboring states. Maine, Massachusetts, and Vermont have legalized the substance in recent years. “I think a lot of us are scratching our heads over how New Hampshire’s so behind Vermont, Massachusetts, and Maine on this issue, and it’s the so-called ‘Live Free or Die’ state,” said David Boyer, a Maine consultant who helped lead his state’s legalization initiative campaign in 2016. In the coming year, Granite State legalization supporters believe they may finally be able to break through the cycle, with a new bill and a new approach. Opponents, including Sununu, have cited the state’s opioid crisis and the COVID-19 pandemic and urged restraint.

Arkansas has newly proposed 2022 ballot initiatives for cannabis reform
The fight to legalize cannabis in Arkansas has gained more gusto than ever before with a new group of activists lobbying to get a reform initiative featured on the state’s 2022 ballot. Filed on Thursday, Nov. 4 with the secretary of state’s office, the latest legalization effort comes courtesy of Arkansans for Marijuana Reform. In an interview with Marijuana Moment, Campaign Director Melissa Fults said: “This is the right thing to do. I think it is a very good middle-of-the-road deal. I think it will serve the consumers, it will serve the industry well and I think it will serve the people that don’t want to be consumers but are concerned about [the market] being the Wild West.” In the event that the campaign is featured on the 2022 ballot and successfully voted on, state residents would be able to legally use and buy recreational cannabis in Arkansas by February 2023. Before this can happen, Arkansans for Marijuana Reform must collect more than 89,000 petition signatures as well as have the state’s election commission approve their ballot title.
