St. Louis Mayor Signs Bill To Decriminalize Marijuana Possession And Cultivation
The mayor of St. Louis on Monday signed a bill to decriminalize marijuana possession and cultivation for adults, a local reform that comes as efforts to legalize cannabis statewide in Missouri are also gaining momentum. The St. Louis ordinance signing comes weeks after the Board of Aldermen unanimously approved the legislation, which makes it so adults 21 and older can possess up to two ounces of cannabis without facing the civil penalty that’s currently in place. It would also make it so that “no resources” could be spent to punish adults for cultivating up to six flowering plants. Importantly, the measure only affects local policy and does not change Missouri state laws that continue to criminalize marijuana for non-medical use. “We are seeing a major shift in the way our country sees not just marijuana, but how it connects to public safety, incarceration, and economic opportunity in our communities,” Mayor Tishaura Jones (D) said at a signing ceremony. “This law will help reduce racial disparities in our policing, make our city safer and make St. Louis more competitive in hiring for city positions.” The newly enacted policy will further permit city employees who are medical cannabis patients to present their state-issued ID cards “to avoid adverse employment actions based on a positive drug test for marijuana.” Police will also be prevented from using the smell or visual presence of marijuana smoke as a basis to conduct a search or arrest someone.

Visa Warns It Will Crack Down On Cashless ATM ‘Scheme’ By Cannabis Retailers
The company is “aware of a scheme” in which retailers are utilizing cashless ATMs to avoid limitations on the types of sales for which payment cards are allowed to be used. By Nina Zdinjak The burgeoning recreational marijuana industry — illegal at the federal level yet legal for adults in some 18 U.S. states and DC — has faced multiple challenges throughout the years, mostly because of the Schedule 1 status of the cannabis plant. The biggest problem? Banking, of course. As in life, retailers have had to find a way to work around the system. Some cannabis merchants have begun using cashless ATMs to bypass limitations on the types of sales payment cards they can legally accept. One of the largest payment processors in the world, Visa Inc., recently issued a compliance memo to customers warning them that incorrectly coding point-of-sale transactions via cashless ATMs could be penalized or punished by unspecified enforcement procedure, reported Marijuana Moment. Visa’s warning comes on the heels of the marijuana banking reform bill that was recently chopped from Congress’ defense bill.

NM Approves Public Financing for Marijuana Businesses
The New Mexico Finance Authority Oversight Committee on Tuesday approved a new, $5-million loan program aimed at helping licensed cannabis microbusinesses—specifically those operated by members of communities disproportionately impacted by previous cannabis law enforcement or located in rural communities—succeed. “Through the Cannabis Microbusiness Loan Program, NMFA looks forward to providing access to capital to help even more New Mexicans benefit from the economic opportunities created by the legalization of adult-use cannabis,” said Marquita Russel, Chief Executive Officer of the New Mexico Finance Authority. “This program will give New Mexico small businesses, particularly in rural and economically-disadvantaged communities, a tool to make this industry more accessible and help get their businesses off the ground.” The Cannabis Microbusiness Loan Program will offer affordable loans to licensed cannabis establishments that demonstrate the technical and managerial capacity to operate but are unable to fund start-up costs due to their size, socio-economic or demographic characteristics. With $5 million dedicated to the program overall, individual loans will be up to $250,000 with an expected average loan size of $100,000.

California Starts Process to Standardize Marijuana Testing
Regulators in the state of California have begun to standardize marijuana testing as mandated by a new law in the state. The objective of this is to eliminate inconsistencies observed in operational cannabis laboratories in the state. Advocates believe that the law will improve reliability and quality as well as discourage laboratory shopping and other practices that produce inauthentic test results. Officials involved in the industry claim that some cannabis businesses look for labs that will produce the results they’d like to see with regard to contaminants and THC potency. Critics also assert that the absence of standards is also affecting the marijuana testing industry, as it undermines consumer confidence in cannabis products and makes it harder for some laboratories to operate. Christina Dempsey, the spokeswoman for the state’s Department of Cannabis Control, stated that the initiative would bring additional accountability and consistency among licensed marijuana testing labs. She explained that with standardized tests, labs could more easily identify and rectify issues, noting that standardization would also ensure integrity. The department has designated a pair of laboratories managed by the state to create procedures that will be used as a blueprint for every cannabis testing laboratory in the state. The law will also ensure that testing labs are more transparent about their operations and provide more accurate results. This initiative makes California the latest state to have standardized cannabis testing methods. Other states in this category include New York and New Jersey.

Marijuana advocates cautiously optimistic about cannabis infrastructure bill
Rep. Sue Errington’s bill wouldn’t legalize or decriminalize pot, but it would create a commission for possible legalization in the future. Marijuana advocates are hopeful a cannabis infrastructure bill will have a chance during the 2022 legislative session. Rep. Sue Errington, D-Muncie, is working on the bill. She filed a similar one last year. She allowed 13News to review the 19-page preliminary draft, which would create a new Cannabis Compliance Commission with the power to regulate industrial hemp and CBD, which are currently legal. The commission would also issue recommendations for how lawmakers could expand legalizing marijuana in the future, as well as allow for research. Errington’s bill does not decriminalize marijuana usage. It also does not legalize medical or recreational marijuana, though she has filed bills that go that far in the past. “I felt maybe we are trying to bite off too big a chunk at once,” Errington said. Errington filed a similar bill last year with a companion bill sponsored by retired Sen. Karen Tallian. Over the phone, the longtime supporter of the issue said she thought a marijuana infrastructure bill could possibly have a shot this session. Right now, Errington is hoping her bill will get bipartisan support and a companion bill in the State Senate.

‘Zero tolerance’ warning over medicinal cannabis
A warning has been issued by a local medical cannabis clinic that it will ban patients trying to use what it called ‘underhand’ means to try to obtain ‘double medication’. Medicann – which operates clinics in Jersey, Guernsey and the Isle of Man – recently posted a statement on Facebook after what it described as a ‘potential issue’ affecting one of its clinics. The company stressed that it was not acceptable to obtain multiple prescriptions from different sources simultaneously, and it advised patients currently obtaining prescriptions from the UK that they should not attempt to obtain one from Medicann until they were ready to switch to a local clinic and pharmacy. A spokesperson for Medicann told the JEP that they would take a ‘zero-tolerance approach to anyone who tried to misuse their products or services The company’s statement continued: ‘Medicinal cannabis is a regulated medicine and as such, must be treated with the same respect and caution as other medication.
