Kansas Medical Marijuana Bill Could Pass This Week Following Conference Announcement

A bill to legalize medical marijuana in Kansas may pass imminently, with key lawmakers from both chambers being appointed on Tuesday to a conference committee where they will be charged with hammering out the details for the reform. The path to enacting medical cannabis legalization has proved complicated this legislative session, but advocates are confident that the announcement about the bicameral conference is a firm indicator that legislators are set to act on the policy change within days. A medical marijuana legalization bill that passed the House last year stalled in the Senate earlier this session. Then, a separate Senate bill was discussed in several committee hearings last month as lawmakers worked to find common ground. The latest development is that an unrelated bill, SB 12, will be the vehicle for the cannabis legislation. While that bill passed both chambers in differing forms, it was not ultimately enacted; now its provisions will be replaced with the medical marijuana language. As a result of the procedural maneuver, the measure will not need to advance through the entire legislative committee process, and after conference can do directly to the floor of the House and Senate for votes on sending it to the governor.

Texas Activists Say They Have Enough Signatures To Put Marijuana Decriminalization On Another Local Ballot

Activists in Denton, Texas say they’re confident that they’ve collected enough signatures to place a marijuana decriminalization initiative on the local ballot. The group Decriminalize Denton said that it will continue collecting additional petitions until May 3 while it also works to verify the more than 2,500 signatures that have already been gathered. But as of last week, organizers said that it appears that they’ve already netted enough to put the measure before voters in November. The campaign plans to submit the signatures to the city in the first week of May. They need 1,745 valid signatures from registered voters for ballot placement. ICYMI: We did it! Early voting for that local measure started on Monday.

Georgia Voters Will Decide On Marijuana Ballot Question Next Month

When Georgia voters head to the polls for the primary election next month, they will get a chance to decide on a marijuana legalization question. The state Democratic party leadership placed nine non-binding advisory questions on the ballot this year, with the hope of gaining perspective on what issues voters care about most to inform legislative policy priorities. One of those questions asks: “Should marijuana be legalized, taxed, and regulated in the same manner as alcohol for adults 21 years of age or older, with proceeds going towards education, infrastructure and health care programs?” While the results of the vote on May 24 won’t immediately change state law, a strong showing in favor of legalization will demonstrate to elected officials that there is support for the reform, at least among those who vote in the Democratic primary. “Our ballot advisory questions are one of many ways we engage with Democratic voters ahead of the midterm elections,” Scott Hogan, executive director of the Democratic Party of Georgia, told FOX 5 Atlanta. Georgia has open primaries, meaning that any voter can choose to fill out the Democratic ballot on Election Day regardless of their party affiliation.

Foreign investors are rushing to buy cannabis companies

Foreign investors are quietly buying up domestic cannabis businesses, turning mom-and-pop shops into corporately owned storefronts and cultivation centers. It’s happening in the United States, and all over the world. As global interest in cannabis legalization continues to rise, the potential for international trade and investment opportunities are growing right alongside it. Some of the largest cannabis companies in the world, most of which are from Canada, are establishing operations in different countries. For example, publicly-traded Canadian company Canopy Growth now holds licenses to cultivate cannabis in Europe and South America (Denmark and Columbia, specifically). This is following a stint of operations in South Africa and Lesotho. And they’re not the only ones. Canadian companies both large and small are expanding globally. Aurora operates in 25 countries so far, Cronos Group has branches in 5 countries, Aphria is present in at least 10 countries that we know of, and numerous other small companies that you likely haven’t heard of, are buying cultivation and retail businesses across borders. Growth and development is not always all it’s expected to be, however.

Cannabis Tax Revenue Is Surpassing Alcohol in Arizona and Other States

Cannabis could be emerging as a significant source of tax revenue for Arizona. According to recently released data from the Arizona Joint Legislative Budget Committee (JLBC), cannabis taxes collected in the state are exceeding that of liquor and alcohol combined. “The state collected $11.9 million in dedicated marijuana excise taxes in March and $94.3 million fiscal year to date,” the JLBC states in its report. Arizona receives cannabis taxes from multiple sources. Besides the excise taxes, Arizona also collects tax revenue from Transaction Privilege Taxes (TPT). According to the report, Arizona collected $2.9 million in medicinal cannabis TPT revenue and $3.4 million in TPT revenue from recreational sales in March. When combined with the state’s excise taxes, the cannabis industry generated $18.2 million in tax revenues for March. Overall, Arizona has received a total of $149.7 million in taxes from cannabis through the fiscal year to date. Taxes collected from state tobacco sales only totaled $1.7 million in March and $15.4 million for the year.

Ohio Legislators Introduce Legalization Bill Authored By Cannabis Advocates

Ganjapreneur Two Ohio lawmakers have introduced legislation proposed by the campaign seeking to legalize cannabis in the state, The Center Square reports. The bill’s introduction comes after advocates successfully submitted enough signatures to trigger the state’s initiated statute process. Under the initiated statute process, once a campaign submits enough signatures, the Legislature has four months to pass the bill, or an amended version, and if they fail to do so, the campaign – the Coalition to Regulate Marijuana Like Alcohol – can collect another 132,887 valid signatures to put the issue to voters. The group submitted the petition language and the required signatures on January 28. State Rep. Casey Weinstein (D), one of the lawmakers supporting the bill, said that cannabis legalization in Ohio is “overdue.” “The hundreds of thousands of Ohio voters who signed this petition – and millions more who support legalization statewide – asked for action from our legislature. Instead, GOP leaders have ignored them.”
