Allowing Legal Marijuana Dispensaries Boosts Employment Rates In Colorado Counties, Study Finds
The legalization of adult-use marijuana in Colorado increased jobs and did not negatively impact worker productivity, according to a new study based on eight years of data from the state. Researchers also found that unemployment fell in counties in which dispensaries opened, compared to counties in which dispensaries did not open. And overall employment increased, particularly in manufacturing, as a response to dispensaries opening in a county. “In terms of jobs, it is clearly the counties with the recreational dispensaries that benefited most after Colorado legalized adult-use cannabis,” study co-author Avinandan Chakraborty, of the University of New Mexico, said in a press release. Using county-level Colorado data from 2011 to 2018, and taking advantage of the variation across counties in terms of both the existence and the start dates of dispensary sales, the researchers tested for changes in the unemployment rate, employment and wages; overall and by industry subsector. The study, published recently in the IZA Journal of Labor Economics, found that a dispensary opening triggered a decrease in the unemployment rate, driven by a 4.5 percent increase in employment rather than any reduction in labor force participation. The authors found no evidence of any increase in wages or labor force participation, however, leading them to conclude that this new employment appeared to be drawing from unemployed and self-employed workers, rather than pulling cannabis employees away from other industries.

One of Europe’s Most Beautiful Islands Might Legalize Adult-Use Cannabis
The European continent has served as a hotbed for medical cannabis policy reform and the emerging cannabis industry in recent years. This year the conversation among lawmakers in Europe has shifted dramatically towards adult-use legalization, with countries like Germany and Luxembourg consistently making headlines for their legalization efforts. However, a lesser-known country could beat both of those countries to the legalization punch. Malta, an archipelago in the central Mediterranean between Sicily and the North African coast, is very close to legalizing cannabis for adult use. So close, in fact, that it could occur any day. Sailing Through Parliament The effort to legalize cannabis for adult use in Malta is not new, yet a recent measure has gained a lot of traction and sailed through the committee stage of the political process last week. The measure is currently awaiting a final reading in Malta’s parliament, which historically has served as nothing more than a formality. The passage seems imminent according to many political observers in Malta. Cannabis legalization in Malta, assuming that the current measure is adopted, would legalize the possession of up to 7 grams of cannabis by adults that are 18 years or older.

Study Finds No Correlation Between Cannabis Legalization and Increased Mental Illness
When cannabis legalization began to gain ground and support, those who remained opposed to these policy changes touted claims that legalization would increase the risk of mental illness or even suicide among affected populations. However, a study has found that this is not the case, suggesting that those opposed to legalization are making unfounded claims. Opponents are likely referencing studies that link mental illness to regular cannabis use, even though those studies have been invalidated by research and do not even revolve around legalization. The relationship between cannabis consumption, mental health, and suicide has been a hot topic for both those for and against cannabis legalization. Those who support cannabis have used the evidence of its ability to treat mental conditions like post-traumatic stress disorder (PTSD) to rebuke claims of a link between cannabis and mental illness. Despite this evidence, those against the plant remain unwavering in their claims of cannabis increases the risk of mental illness and/or suicide. Recently, a team of researchers from Case Western Reserve University School of Medicine, Yale Law School, Cato Institute, Reason Foundation, and others decided to investigate the matter. The team built on a previous study that researched a possible correlation between cannabis and mental illness and echoed the first study’s findings that the correlation is nonexistent.

Wet summer leaves cannabis farmers concerned about climate impacts
With parts of New York experiencing record rainfall this year, cannabis farmers are finding extreme weather to be a significant cause for concern as the state moves ahead with its legalized adult-use market. Cannabis plants are particularly sensitive to heavy rain and heat. Many farmers struggled with the former this year, some losing large swaths of their entire crops. “Because hemp is so sensitive to water, the plants literally drowned and died because the roots couldn’t get any oxygen,” Allan Gandelman*, president of the New York Cannabis Growers and Processors Association told WSKG while walking through a cannabis field at his farm in Cortland. Gandelman said he lost nearly an acre of hemp, nearly 2,000 plants, due to flooding this year. The plants that survived, Gandelman said, yielded less usable product than in dryer years. Hemp plants are cannabis with a concentration of THC, the psychoactive chemical that causes a high, less than 0.3%. Hemp growing was federally legalized in the 2018 farm bill, largely spurring a boom of hemp and CBD products.

Why Large Companies Are Scrambling to Enter Cannabis Drinks Space
The cannabis drinks segment has been steadily growing in popularity for the past couple of years. As the cannabis market has matured, players in the cannabis space have been developing a wide variety of products in a bid to capture a part of the massive cannabis market. Cannabis-infused beverages are the latest entrant in the cannabis market. Although the space is only a few years old, the global cannabis beverage market is already projected to be worth $2 billion by 2026. Some of the biggest beverage companies in the world are betting big on cannabis-infused beverages. In March, Canadian cannabis company Canopy Growth, once the largest cannabis company in the world, launched its own brand of flavored CBD beverages called Quatreau in the United States. Six months later, Canopy Growth partnered with New York-based Karna Water to launch CBD-infused water called Karma CBD Water, available at 25,000 retailers across America. In August, American-Canadian brewing company Molson Coors expanded Verywell, its CBD beverage line under Truss USA, a joint venture with HEXO USA Inc. to 17 states. Michael Bronstein, president of the American Trade Association for Cannabis, says both cannabis companies and mainstream beverage companies have shown considerable interest in cannabis beverages. A Cannabis Beverage Council launched by the association this year has even attracted the attention of Adolphus Busch V, the great-great-grandson of the founder of brewing company Anheuser Busch. Adolphus Busch V is the founder of Colorado-based ABV Cannabis.

Industry Not Happy That Safe Banking Got Canned
In Congress, a new version of the National Defense Authorization Act (NDAA) did not include cannabis banking reform and the cannabis industry is pretty ticked off. The House originally passed its initial version of the NDAA in September that included the language that would protect banks that work with state-legal cannabis businesses. The new Act did not include those provisions. In a sort of hail mary pass, Rep. Perlmutter filed an amendment in committee to attach the marijuana language to the legislation— but he ultimately didn’t insist on a vote. Rep. Dave Joyce (R-OH), who is not on the Rules Committee but who is a co-chair of the Congressional Cannabis Caucus, said it is “incredibly disappointing” that the cannabis language was taken out of NDAA. Marijuana Moment also reported that “the new defense bill also excludes an NDAA amendment filed by Sens. Dianne Feinstein (D-CA) and Brian Schatz (D-HI) that would have streamlined the application process for researchers who want to investigate cannabis as well as manufacture the plant to be used in studies. It also doesn’t include a separate Schatz-led amendment to federally legalize medical marijuana for military veterans who comply with a state program where they live.”
